Fake Walang Gutom food stamp registration form promising a ₱5,000 rice subsidy

A Blogger blog called "RICE SUBSIDY AT P5K" carries a post headed "WALANG GUTOM PROGRAM", "FOOD STAMP CARD" and "ONLINE REGISTRATION FORM", using the name of the Philippine government's real Walang Gutom food stamp program. The form asks for your full name, mobile number, email, island group, region, province, city, barangay and street, the type of valid ID you hold and the people in your household. It was first observed in the Philippines on November 1, 2026, at ricesubsidyonlineregistrationform.blogspot[.]com, which is not a government website.

What’s different in this version

These traits set this message apart from the usual pattern.

  1. The page uses the name of the Walang Gutom Program, a real food aid program of the Philippine government, and the blog title promises a ₱5,000 rice subsidy. It sits on a free Blogspot address, not a government site.

  2. The form is split into numbered sections for personal, contact, address and ID details, and asks for the barangay and street, the type of valid ID (such as a national ID, PhilHealth ID or driver's license) and the number of household members.

  3. Small print under the heading says "Independent registration of interest", while the page shows a live Philippine date and time to look official.

  4. The same blog has other posts from October 2026 offering a ₱5,000 rice subsidy "PARA SA LAHAT NG PILIPINO" (for all Filipinos) with an "OFFICIAL REGISTRATION FORM", and a "LUZON AREA" Walang Gutom stamp card post. The page also runs advertising scripts.

  5. People have left comments on the blog with their names and phone numbers, which puts their details in public view. These comments are not shown here.

  6. The captured form showed a preview of the entered details on the page. Where the details go after that was not recorded.

How this scam works

  1. 1

Step 1: You see a post or link saying a government program is giving out food aid, a subsidy or cash to everyone who registers.

  2. 2

Step 2: The link opens a page with the program's name, bright official-looking headings and a form labeled as the official or online registration.

  3. 3

Step 3: The form asks for your full name, mobile number, email, full home address, the type of ID you hold and the people in your household.

  4. 4

Step 4: The page is not run by the government, so there is no aid behind the form. The details you enter can be collected and used for more scams, and the page earns money from the adverts it shows.

✓ Do this

  • Check aid programs only on the agency's official website or social media pages, typed in or searched yourself.
  • Ask your local government office in person if you are unsure whether a program is real.
  • Report the page or post on the platform where you saw it.
  • Warn family members who may have shared or filled in the form.

✗ Avoid this

  • Do not enter your name, mobile number, address or ID details on a registration form reached from a shared link or a free blog.
  • Do not post your phone number or personal details in the comments of a page like this.
  • Do not trust a page because it says "official" or uses the program's real name.
